The lawsuit claims that a cabal run by Dan Choe (hiding behind the Fake Name “D.C.” on NextDoor), a resident of Northwood Estates in Irvine California, has illicitly seized control of the HOA. According to the complaint, this clique of gangster board members, Susan Okuno, William Chu, and Tina Smith, and their cohorts, empowered by the management company PMP, have engaged in racketeering, terrorizing residents and their guests. Almost surreal shakedowns, threats, invasion of privacy, and financial scheming are described in the filed complaint.
This is NOT the first time
Homeowners have been forced to sue for inspection of our own financial records that we all have a legal right to see. Dan Choe acted in court as the legal representative for our HOA (and paid $175 per hour!), even though he had resigned as a board member and was hired mainly to be the laborer to put stickers on cars. The HOA lost the case, and Dan Choe immediately appealed without the authority of our Board of Directors. He (and the Association) lost again, appealed again, and then simply failed to show up to court for the final appeal. The judge imposed a fine of $2600 against the association under California Civil Code. The financial statements still have not been released and the fine was not paid.
At least three other similar cases about harassment have been filed.

In Cross vs Choe, a restraining order was not granted, but the judge had harsh words for Dan Choe.

- “If this was a preponderance of the evidence standard, I probably would have issued a restraining order against you”
- “I would seriously consider changing your approach to dealing with your neighbors and your community.”
- “You’re not doing anybody any favors by making everybody miserable by being a hall monitor.”
- “So I don’t think you were being candid with the Court”
- “I’m just telling you I think you’re over the top. I really do, and I think you need to watch yourself, the way you deal with folks.”
And we all pay to defend Dan Choe.
“Indemnification” Tina Smith, Susan Okuno, and William Chu signed a contract with Dan Choe that our Association will pay Dan Choe’s legal fees if he is sued for his actions after resigning from the Board.
